What another state is doing:

TOPEKA, Kan. (AP) — Kansas has suspended income tax refunds and may not be
able to pay employees on time, state officials said Monday.

The state doesn’t have enough money in its main budget account to pay its
bills, prompting Democratic Gov. Kathleen Sebelius to suggest borrowing $225
million from other accounts throughout state government. But the move required
approval from legislative leaders, and Republican leaders refused Monday.

Budget Director Duane Goossen said that without the money, he’s not sure
the state can meet its payroll. About 42,000 state employees are scheduled to be
paid again Friday. He added that the state might also have to delay
payments to public schools and to doctors who provide care to needy Kansas
residents under the Medicaid program.

Goossen said the state stopped processing income tax refunds last week.

By the way, how long has Sebelius been in charge of Kansas? This is the person whom Obama is considering for Sec. of HHS. Can she be deemed at least partly responsible for Kansas' budget crisis? Maybe she'd love to get moved to HHS and let someone else deal with the budget mess. But maybe Dean is actually more qualified for the HHS job than she is.

But could it be that state governments got used to overspending during the fat years, and can't cope with lean times?

Like a family that spent too much when things were looking good? Whose fault is it that they're in debt trouble now? In many cases, it's nobody's fault but their own.

Why can't we say the same thing about governments?
Maybe that $6 billion train Harry Reid added to the stimulus can be extended to Kansas and carry more PORK to California.
Thank you Reid, Pelosi, Dodds, Frank, Waters and big O--we get to spend your $1.2 trillion pork bill and have the luxury to blame it on Bush for the next 4 years.
