Forestalling foreclosure

You may have heard that housing foreclosures are all the rage. As with most things, Vermont is coming up against this trend later and more softly than some of those elsewhere in the country.

Nonetheless, foreclosures are happening here.

In a story on that topic on WCAX-TV, Tom Candon, Vermont's deputy commissioner for banking, said:

"We've been concerned we are going to see an uptick in the numbers as we go through the spring and fall of this year. I wasn't surprised to see them go up. We're keeping our fingers crossed that they won't go up much more."
Today, the Vermont Democratic Party criticized Republican Gov. Jim Douglas for not taking charge of the issue, sounding an increasingly familiar refrain that Douglas lacks leadership. The party issued a news release that outlines efforts to forestall foreclosures in other states. To wit:

California: Republican Governor Arnold Schwarzenegger partnered with the private sector to provide bridge loans to California homeowners facing foreclosure, brokered a deal with mortgage companies to streamline the loan modification process to help sub-prime borrowers keep their homes and has led efforts to press the White House to raise federal loan limits to help reduce the rate of foreclosures.

"In some states more than others, working families have proactive leaders standing up for them and fighting for concrete steps to ease the pain in their states. The Douglas Administration's approach, on the other hand, is a little less proactive: Vermont families and homeowners should just keep their fingers crossed that they can weather the storm."

Is it up to the state to act on the foreclosure issue? If so, what should it do?

It would be interesting to know how many of the foreclosures in Vermont are on owner-occupied primary residences and how many of them are on condos and second homes at ski areas. If the state does anything in this area, it should be to help the first group rather than the second.

I'm a blue-collar person and not a scholar, but I even I winced when I heard about this subprime garbage. Can't believe elected people and the press weren't able to tell this scheme was a loser from the get go. Where the hell were they? Oh, I knew the war in Iraq would blow up as well, but again, where were the politicians and the press? Maybe it is time for wholesale changes in America. Sad.
 
Most mortgages in Vermont are still written by Vermont-based banks, rather than by national subprime lenders. Vermont bankers are sufficiently conservative that they still want to know their borrowers, so VT had the smallest or second-smallest number of subprime mortgages in the country, along with North Dakota, a state with similar lending patterns.

The real problem with banking in Vermont is that Vermont banks are being bought up by out-of-state firms that are less sensitive to the Vermont market. A few years ago Vermont National was bought out by Charter One, which became part of Citizens. The Howard Bank became part of BankNorth, which was then bought by TD, a Canadian bank. More recently, Chittenden became part of Peoples' Trust, a Connecticut bank, and a few months later decided to close branches and lay off staff.

The priority of the Legislature and the Governor should be to keep the remaining Vermont-based banks strong and locally-owned, so they will continue supporting the Vermont economy.
 
Buying a home is a personal decision and should stay that way. If people over-extended themselves, they need to accept the consequences of their actions.

I don't believe the State or Federal government should provide assistance. Where does it stop?

If you made a bad choice on a loan, that's your problem. You were not complaining when you were on the good-side of the transaction but now that it has become burdensome it is time to assign blame and seek an entitlement to make up for a personal irresponsibility.

I wasn't irresponsible in selecting my loan and I resent the suggestion my tax dollars should go to cover your irresponsibility.

No but every once and awhile excess shake out of the system. It's a natural thing. Remember Balck Tuesday in Oct 87...we survived.

I seem to remember a lot of hand-wringing by liberals because "poor" people couldn't always get home loans. So of course inner-city and other banks were "encouraged" to make loans available to people that couldn't afford them. On the other hand, a lot of get-rich-quick flippers were buying up homes and could care less about the interest because they were turning them over so fast (for a while). In the end, the guy that gets stuck is the hard-working middle-class guy that has saved and done without to make a down payment. Just another reward for hard work in these liberal days.
 
The Dems are campaigning early- they will suggest anything in their attempt to embarrass the Governor. If he offered help, they would find a way to be critical. Stop campaigning and start writing smart legislation- something the Dems haven't done for some time.

It's all about the Dems providing a free ride and maintaining this perception that they will/can take care of us.

They have done such a fine job in at the Federal level allowing their partisan politics to stall Social Security reform. We should really trust them to straighten out the free market place with more regulation and bail-outs.

At the State level, congrats to their stellar efforts solving global warming, launching a failing Catamount health program and ending the Iraq war.

All talk and no action....sounds a lot like the Coopster actually.

Surprisingly to you guys, AFTER the Bush tax cuts, the top 20% of all earners paid a proportionally higher share to all taxes than they did before. Its amazing how a little incentive really works.

I don't know. I think repealing tax breaks for the wealthiest 1 percent of Americans is a good start, which is what Obama and Clinton are advocating. The tax breaks certainly aren't helping our economy any. That a good enoug idea for you. Oh, and how about ending this trillion dollar war sooner rather than later. The last I knew- those wealthy 1% pay over 75% of all taxes and they are the ones who CREATE private sector jobs. The 65% of the people who receive a public paycheck (state workers, city workers, teachers, police, unemployment, social security recipients,etc) are ALL paid by the 35% of the people in private sector jobs. Us dinosaurs may not outlast you liberals but we can sleep better at night knowing we contribute and not just collect. I am not criticizing our public employees, we need most of our public employees and they are appreciated as are the retirees who earned their social security.
